Critical Needs Sanitary Sewer System Upgrades

Bids for the construction of the Project will be received at the Town of Rowlesburg located at 82 Poplar Street, Rowlesburg, Preston County, WV 26425, until Thursday, June 30, 2022 at 2:00 pm local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Bids are requested for the following Contract: Critical Needs Sanitary Sewer System Upgrades

The Work will be substantially completed within 60 calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within 90 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day.

Bid on Contract - Critical Needs Sanitary Sewer System Upgrades

Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. 

Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR - 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud.  If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.

A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.

Bids shall be accompanied by a certified check or bid bond payable to Town of Rowlesburg in an amount equal to five percent (5%) of the base bid.

Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5.

All Bidders are required to have a West Virginia Contractor’s License per Section §30-42-12 of the West Virginia Code.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

The Town of Rowlesburg reserves the right to reject any and all bids.

A pre-bid conference for the Project will be held on Tuesday, June 14, 2022 at 2:00 pm at Town of Rowlesburg, 82 Poplar Street, Rowlesburg, Preston County, WV  26425. Attendance at the pre-bid conference is encouraged but not required.

Notice of Request for Proposals for Engineering Services

The Town of Masontown Sewer Board located in Preston County, West Virginia is requesting proposals from qualified engineering firms to provide engineering services for the Town’s sewer system.  Professional services requested will include, but are not limited to: (1) Evaluation of the Town’s entire sewer system including treatment, collection and distribution for potential improvements, extensions, upgrade options and evaluation of potential funding sources; (2) design and construction related services; (3) preparation of bidding and contract documents; (4) participation in the evaluation of bids received; (5) monitoring and inspection of construction activities to ensure compliance with the plans and specifications associated with improvements, upgrades and extensions; and (6) construction of upgrades, extensions and improvements.   

Procurement of said services shall be in accordance with OMB Circular A-102, Attachment O, Section 11, Paragraph c(5) and 24CFR Part 85 and West Virginia Code Chapter 5G.  All consultants interested in being considered for this project must submit six (6) copies each of: (1) Letter of interest; (2) Statement of Qualifications and Experience of staff persons who will be in charge of the project; and (3) References.  Additionally, proposals must include the experience of the firm with federal grant programs and the experience in construction management of this type of project.

The objective of the competitive process is to select the firm who will provide the highest quality of service for the specified project.  Accordingly, technical qualifications and experience will be weighed heavily.  The firms judged most qualified will be invited to be interviewed by the Masontown Sewer Board.

Attention is directed to the fact that the proposed project is to be undertaken through various state and federal government grants and loans, and that all work will be performed in accordance with the regulation issued by those agencies.  The selected firm may be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions, and all other applicable regulations of the various federal and/or state agencies. Each firm may also be asked to fully comply with the requirements, terms, and conditions to achieve Minority-owned/ Women-owned Business Enterprise (MBE/WBE) participation during the performance of this contract.

The Masontown Sewer Board will afford full opportunity for minority- and women-owned business enterprises to submit a show of interest to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the award of this contract.  The Mown Sewer Board reserves the right to reject any or all proposals.

Sealed Bids for the construction of the Cheat River Trailhead will be received by the Friends of the Cheat located at 1343 North Preston Highway, Kingwood, West Virginia 26537 until Wednesday July 6, 2022 at 2:00 PM local time at which time all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud.

The Project consists of furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Bid and Bid Schedule (Bid Form including Unit Price Basis of Bid), General Conditions, Supplementary Conditions, Specification Special Conditions, Technical Specifications and Plans (Drawings) prepared by Potesta & Associates, Inc., and all addenda issued prior to receipt of Bids.

The Work to be bid upon is generally described as follows:

Site preparation, earthwork/drainage, utility installation, paving, and miscellaneous construction to develop public rail-trail and river access at an approximate 6-acre site owned by Friends of the Cheat on Route 72 between Kingwood and Rowlesburg in Preston County, West Virginia.

Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by the Friends of Cheat and the West Virginia Department of Environmental Protection –Abandoned Mine Lands Economic Revitalization (AMLER) Program.

The Contractor will sign and provide the Minority, Women’s and Small Business Affirmative Action Certification to Friends of the Cheat along with the name(s) of any subcontractor(s) it submits for approval.

An interested person(s) objecting to the filing of the foreign will or affidavit or objecting to the absence of appointment or administration being made in this state must file a statement with the Preston County Commission through the
